Emily Livingston

Senior Manager, Deloitte

Emily Livingston is a Senior Manager at Deloitte Consulting, where she has spent nearly a decade building the business case for criminal justice reform. She founded Deloitte's Criminal Justice Reform Working Group and serves as the firm's representative on the Business Roundtable's Second Chance Business Coalition and the DC Second Chance Hiring Alliance. Emily has advised governors on sentencing reform, developed scaling strategies for co-responder programs pairing law enforcement with behavioral health clinicians, and authored articles on reentry reform and skills-based hiring. 

Emily's commitment is grounded in direct experience. She began her career as an Assistant Public Defender in Maryland where she represented clients on cases ranging from trespassing to homicide. She also served as the public defender representative on the Montgomery County Drug Court, a treatment program overseen by judges, attorneys, and case managers. After six years in that role, Emily moved to Capitol Hill, where she served as Counsel to Senator Jeanne Shaheen and Senior Counsel to Senator Patrick Leahy on the Judiciary Committee. There, she worked on reauthorization of the Second Chance Act, partnering with advocates, community groups, law enforcement, and the faith community to improve reentry services for those returning from incarceration. She led passage of the Justice for All Reauthorization Act, expanding defendants’ access to post-conviction DNA testing and requiring federally funded labs to improve the quality of their forensic testing. She holds a Juris Doctorate from American University Washington College of Law and a Bachelor of Arts in Public Policy from Duke University.
